Garage to ADU Conversion in Porterville
What a Porterville homeowner should know before turning a garage into a legal accessory dwelling unit: the rules, the layouts and the work.

What makes a garage an ADU
An ADU is a complete, self-contained home on your lot: a place to sleep, a kitchen, a bathroom, proper insulation, light and ventilation, egress and safe utilities. Converting a garage is usually the fastest and most affordable route to one, because the slab, walls and roof already exist.
California rules that help
- No replacement parking when a garage is converted to an ADU (California HCD, ADU Handbook (PDF)).
- Ministerial approval — a complete ADU application that meets objective standards is approved without a public hearing, generally within 60 days (same source).
- No extra setbacks for an ADU created inside an existing garage of the same size and footprint.
- ADU + JADU — a single-family lot can generally have one ADU and one junior ADU.
- Impact fees — ADUs under 750 sq ft and JADUs are exempt from impact fees under state law.

What the conversion involves
- Garage door replaced with an insulated wall, window and entry door
- Slab leveled or raised, with a moisture barrier, before flooring
- New electrical subpanel, lighting and outlets
- Water, sewer and gas connections for kitchen and bath
- Insulation, drywall and Title 24 energy compliance
- Mini-split heating and cooling for Valley summers

Questions, answered
What makes a garage an ADU?
A garage becomes an accessory dwelling unit when it is permitted as a complete, self-contained home: a place to sleep, a kitchen, a bathroom, insulation, light, ventilation, egress and safe utilities. A finished room without a kitchen is a permitted conversion, but not an ADU.
Do I have to replace the parking I lose?
Generally no. Under state ADU law a city or county cannot require replacement parking when a garage is converted to an ADU (California HCD, ADU Handbook (PDF)).
How big can a garage ADU be?
A conversion uses the garage's existing footprint. A typical 2-car garage of about 400–480 sq ft fits a comfortable studio; a 3-car garage can fit a one-bedroom. Adding square footage beyond the existing garage is possible but treated as new construction.
Can I rent out a converted garage?
A permitted ADU can be rented separately from the main house. State law allows cities to require that rentals be longer than 30 days, so short-term rental rules depend on your city.
How long does a garage conversion take?
Typically a few weeks of design and plans, then permit review (state law generally gives 60 days for a complete ADU application), then about 6–12 weeks of construction for a full ADU. A simple finished room is faster.
